• Lack of Funding
• Staffing Issues
• No Networking Connections
• Unidentified Target Audience
• Unclear Program Goals and Objectives
• Improper Implementation Strategies
Many of the issues listed above can be addressed by hiring a consultant, attending youth based
workshops and sessions, networking with other youth programmers or conducting one’s own
convoluted research. Unfortunately, the truth of the matter is that Youth Programs are not revenue-

at no cost to the organization but is contingent upon funding. The guide will include youth-based
materials, advice, proposal templates, form, ice breakers, strategic plans, professional
development workshops, tests, statistics, budget outlines, national youth-based contact info, and
more.
The guide, a collaborative effort, includes information from various agencies, youth program
managers, statisticians, parents, education administrators, youth and a host of other individuals
with a strong desire to empower our youth.

that can be made through a program outside of the school
system is inherently profound. Again, many see this contribution
to a teen’s development, but may lack the resources needed to
execute such a program. Some of the most noteworthy
limitations on resources include:
